Wastewater, Water Reuse & Circular Water Management
Executive Summary
Wastewater is often viewed as a disposal problem. In reality, it is one of Kauaʻi's greatest untapped public resources. Every gallon of water that enters a home, business, hotel, farm, or public facility has the potential to be safely treated, reused, and returned to productive purposes rather than simply discharged or wasted. As Kauaʻi continues to face increasing demands on freshwater supplies, aging wastewater infrastructure, population growth, tourism pressures, climate uncertainty, and the need for environmental protection, wastewater management must evolve from a linear disposal system into a circular resource management system. The County's responsibility is not simply to collect and treat wastewater. It is to protect public health, safeguard groundwater and coastal waters, recover valuable resources, reduce operating costs, improve resilience, and support sustainable economic development. This chapter establishes a decentralized wastewater governance model that aligns with the broader Kauaʻi First – People First Governance framework by organizing responsibility from the Home → Neighborhood → Ahupuaʻa → Moku → County levels. The objective is to transform wastewater into a valuable public asset while protecting future generations.
Purpose

This chapter seeks to integrate engineering, environmental science, public health, cultural stewardship, and resource recovery into one coordinated County strategy.
Guiding Principles
1. Wastewater Is a Resource Properly treated wastewater should be viewed not as waste, but as a recoverable resource that can contribute to irrigation, groundwater recharge where appropriate and permitted, nutrient recovery, energy generation, and long-term water resilience. 2. Protect Public Health First Every wastewater decision begins with protecting human health. Collection, treatment, reuse, and disposal practices must comply with applicable health and environmental standards and be supported by sound engineering and scientific evidence. 3. Protect the Ocean by Protecting the Land What enters the wastewater system ultimately affects streams, estuaries, groundwater, and coastal waters. Improving wastewater management directly supports healthier reefs, fisheries, beaches, and recreational waters. 4. Manage at the Lowest Effective Level Consistent with the County's governance philosophy, wastewater responsibilities should be performed at the lowest level capable of doing so safely and effectively. Individual properties, neighborhoods, ahupuaʻa, moku, and centralized facilities each have appropriate roles depending on local conditions, engineering requirements, public health protections, and regulatory standards. 5. Build for the Next Fifty Years Wastewater infrastructure should be designed for resilience, adaptability, lifecycle value, and changing environmental conditions rather than merely meeting immediate needs. Long-term planning reduces future costs and improves public confidence.
Vision
Kauaʻi will develop a resilient, efficient, environmentally responsible wastewater system that protects public health, conserves freshwater resources, supports local agriculture, recovers valuable materials, and strengthens island sustainability through decentralized stewardship and coordinated County leadership.
Current Conditions
Kauaʻi's wastewater system reflects decades of investment but also faces significant challenges associated with aging infrastructure, changing regulatory requirements, increasing development, and the long-term need to improve environmental performance.
Among the principal issues are:

However, long-term success will require integrating centralized infrastructure with appropriately designed decentralized solutions where they are technically, economically, environmentally, and legally suitable.
